This is immediately clear in [[Jullicut]] since Sam Baharme is getting more radical and Ari Clerks is worried about chaos spreading from Valhalmont to the rest of the land. Art Penn says he could produce enough firearms for the fight, but in return he wants his own state after the war is over. Grills gets swayed by Art Penn during this meeting. Clerks gets the idea for the [[Constitution|constitution]]. He doesn’t formally introduce until after the War ends.
