Summary

Camlann is the only state in United Vinland that was previously not a colony. Rather, the state was formed as concession to Art Penn at the Grand Colonial Council in exchange for his production of firearms for the colonial militia.

Founding and Colonial Era

Camlann was originally a region in Jullicut named Pitt due to its many cavernous pits that ran through its underground. The region was owned by Clerks and Co. and served as an additional transfer and storage location for goods shipped in and out of Jullicut's capital of Portsmouth.

As Art Penn finished his pilgrimage around the colonies, he returned to Portsmouth and established Penn Company and began to look for an investment so he could begin to manufacture internal combustion engines. After trying in vain to get the attention of Ari Clerks, it was Ari's wife Theresa who noticed Art and setup the meeting with her husband. The potential of the internal combustion engine was immediately recognized and Ari gifted the Pitt region to Penn Company. Theresa Clerks was instrumental in helping Art Penn setup his facilities in Pitt and soon after internal combustion engines began to be produced en masse.

The Grand Colonial Council and War of Revolutions

Although Penn Company was providing the country with internal combustion engines and byproducts of those devices such as tarlamps and quill pens, one item that the executives of Penn Company purposefully hid so Deus Ultima and his allies would not notice them was the firearm. As tensions in the colonies rose, and Ari Clerks arranged for important colonists to meet and discuss independence, an event known as the Grand Colonial Council. Theresa Clerks, being one of the few who knew about Penn Company's firearms, invited Art Penn to join the Grand Colonial Council and offer to provide firearms to the rebelling colonists. Art Penn revealed the firearm to the group and informed them that he had thousands of them already produced and ready to be distributed to colonial hands, but in exchange he wanted the Pitt region of Jullicut to be made into one of the new states following Vinland's independence. The group unanimously approved that exchange, and Art Penn declared that his state shall be known as Camlann, the same name as Deus the First's heaven. It's capital would be Camlann City.

Following the Grand Colonial Council, violent rebellion broke out in Portsmouth, an event which came to be known as the Wine Bath. Surprisingly, Theresa Clerks accused her husband Ari of aiding the rioters, and she was granted a divorce and chose to move to Camlann City to lead its development. Thanks to the assistance of Lyle Vanderville and his trains, shipments of firearms were covertly sent to all of the colonies and the War of Revolutions was soon on. Despite being a critical source of the colonists fighting power, Deus Ultima and his forces did not attack Camlann as they were too busy fending off the more overt rebllions elsewhere.

Upon the surrender of Romeo the Rational, the development of Camlann City increased tremendously due to the installation of the Infernal Combustion Engine deep in the pits of Camlann City. The engine was connected to most of Camlann city and granted power to its factories as well as its homes and increased the output of Camlann by several orders ot magnitude.

The State

Both inside and outside Camlann, the people viewed it as its own state long before the Vinland Constitution was ratified, and Camlann was officially recognized as its own state. Art Penn took the title of Executive Leader and structured his state in a way that married the system of Penn Company with the typical aspects of a state. Citizens were required to be employees of the state, and the term was merged so that all recognized citizens were known as citizen-employees. A tier system of citizen employees was developed to identify their rolls, and this was shown by the type of metal piston each citizen-employee wore as a lapel. These labels were as such:

Gold and Obsidian - Executive Leade

Gold - Executive

Silver - Directo

Bronze - Manage

Steel - Office Professional

Nickel - Manufacture and Camlann City Support
