Administrator Louis Paterna is the leader of the state of Yorn. He is Vinland's oldest leader of a state, and has white hair, pale skin marked with aged spots, and walks with the assistance of a cane. He is known for his patience and calm demeanor, and believes in seeking pragmatic and communal solutions to his state's issues.

Colonial Yorn and the War of Revolutions

Under the leadership of Romeo the Rational, Louis served alongside other bureaucrats in managing Colonial Yorn. Due Romeo the Rational and the bureaucrat's stable policies, Yorn did not experience any rebellions in the leadup to the War of Revolutions, and even during the war it saw very little fighting despite being the arrival spot for the forces of Deus Ultima.

Upon Romeo the Rational's surrender to Lafayette Harmen and the Demigod's departure from Yorn, the bureaucrats voted to ratify the Vinland Constitution and chose their Louis, their seniormost member, to be the leader of the state of Yorn.

United Vinland

Louis and the various bureaucrats oversaw Yorn's conversion from a colony to a state. They chose to keep most of the policies and systems that Yorn had in place during the Colonial Era which made the conversion from colony to state a smooth and peaceful process despite having a large number of citizens who were followers of Deus Ultima.

Louis works at the same office he had during the Colonial Era as he chose to leave the Governor's Office within the Silversun empty in case Romeo the Rational returns. He has a fond appreciation for the demigod, often addressing him as Lord Romeo.
